Technical and Vocational Education and Training (TVET) has been championed by the highest levels of the Cambodian state as well as a myriad of international donors and development partners, who correctly understand it to be a cornerstone of Cambodia’s National Strategic Development Plan, Sustainable Development Goals commitments and efforts to become an upper middle-income country.
The Technical and Vocational Education and Training Policy 2017–2025 aims to foster a comprehensive understanding of the policy among a broad spectrum of TVET stakeholders. These stakeholders include ministries, training institutions, employer and employee associations, development partners, civil society groups, and the country’s youth. The policy serves as a framework for creating and implementing strategies focused on skills development while enhancing collaboration among all parties involved to augment and upgrade Cambodia’s skill development system.
Several important outcomes have been achieved under the direction of the Ministry of Labor and Vocational Training, which include bringing together a large number of international partners, building substantial bridges with employers, private sector educational institutions, and professional associations, providing an impressive incentive framework for youth including significant opportunities for types of training and funding, and an accelerating rate of youth participation in the program.
